Within the first few months of operations at the new Midway Airport CONRAC, Assistant Facility Manager Kody Nelson knew something was not right with the water utility bill. Two bills would arrive each month for two accounts. On average, the two bills would vary by almost $23,000, and overall usage was mysteriously high. How the water bill was being calculated and billed was extremely unclear.
